Rationale
Raw observations without interpretation are easy to dismiss. Interpretations without evidence are hard to trust. The three-part structure forces rigor: the observed behavior grounds the claim in data; the underlying need explains why it matters; the design opportunity makes it actionable. This structure also separates symptom (behavior) from diagnosis (need) from prescription (opportunity) — preventing the common mistake of jumping from 'users clicked Help' directly to 'add more help text everywhere.'
